DEBESMSCAT, LGU Claveria Explore Plans for Burias Campus Establishment

August 11, 2025 – The Local Government of Claveria, headed by its Local Chief Executive, met with top officials of the Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) to discuss the possibility and initial plans for establishing a DEBESMSCAT–Burias Campus in the municipality.

The initiative aims to expand access to quality tertiary education for the people of Claveria and Burias Island and to contribute to the long-term socio-economic growth of the locality.

Joining Mayor Karen B. Ballesteros were Hon. Joven Arriesgado and Hon. Ric Rubia, both Sangguniang Bayan Members, Atty. Ronel Marianito, Associate Provincial Prosecutor, and Mr. Arnel Marianito, Municipal Agrarian Reform Officer.

The discussion was led by DEBESMSCAT President Dr. Arnel B. Millesca, along with Vice President for Academic Affairs Dr. Elreen Delavin, Vice President for Administration and Finance Dr. Erwin H. Malto, Vice President for Research, Development, Extension, Innovation, Creative Works, and Knowledge Management Dr. Rodolfo B. Burac Jr., Graduate School Dean Dr. Bernard M. Barruga, College Board Secretary Allan O. Delos Reyes, and Legal Officer Atty. John Mark Masamoc.

Talks centered on the process and guidelines to be followed in order to realize the proposed campus. Both parties also explored possible partnerships between DEBESMSCAT and the LGU, the conduct of feasibility studies, and the range of academic programs that could be offered once the campus is established.

The meeting further tackled potential microcredentialing projects, extension activities for the local community, and the introduction of graduate school programs that could cater to professionals and educators in the area.

According to Mayor Ballesteros, the LGU is committed to working closely with DEBESMSCAT to make higher education more accessible to Burias residents. Dr. Millesca likewise expressed optimism, noting that the project could open new opportunities for learning, skills development, and community empowerment in Claveria and nearby municipalities.

If the proposal pushes through, the DEBESMSCAT–Burias Campus will mark a significant milestone in bringing state-funded higher education closer to the island’s doorstep, paving the way for a more educated and empowered local population.
