DOST Region V and DEBESMSCAT Forge Partnership for iSTART Program

The Department of Science and Technology (DOST) Region V paid a courtesy visit at DEBESMSCAT earlier today, July 10, 2024. The visit marked the two institutions’ commitment in actualizing the objectives of the DOST’s Innovation, Science, and Technology for Accelerating Regional Technology-Based Development (iSTART) program. In particular, DEBESMSCAT is tasked to provide technical consultants for the formulation of the Science, Technology and Innovation Plan of the Municipality of Mandaon, the pilot LGU of the Province of Masbate for the iSTART Program.

The DOST V delegation was composed of Assistant Regional Director for Technical Operations Ma. Theresa Alcantara, Masbate Provincial Science and Technology Director Josie Albao, Camarines Sur Provincial Science and Technology Director Patrocinio Felizmenio, the core team officials of the DOST V iSTART program, and the staff from the Provincial Science and Technology Offices of Masbate and Camarines Sur.

Meanwhile, DEBESMSCAT SUC President III Dr. Arnel B. Millesca was represented by Vice President for Administration and Finance Dr. Erwin H. Malto, together with the members of DEBESMSCAT’s Technical Working Group for the Smart and Sustainable Communities Program, EnP. Jofer Asilum, Assoc. Prof. Wilfred Pagorogon, and Engr. Fatima Buayaban.

Ladies and gentlemen,

As the newly-installed SUC President of DEBESMSCAT, I am truly humbled and honored to assume this role. It is my goal in my 4-year term to share with you my vision and advocacy, which centers around the power of unity and collaboration, embodied by the acronym TEAM: Together Everyone Achieves More.

Leadership, to me, is not about commanding from the top or solely relying on individual brilliance. It is about recognizing the immense potential within each member of our institution and harnessing that collective strength to achieve remarkable things. True leadership requires humility, the ability to listen, learn, and empower others.

As we embark on this journey together, my aim is to cultivate an environment where every member of DEBESMSCAT feels valued, respected, and inspired to contribute their best. Together, we can achieve more than any one person could on their own.

I firmly believe that by fostering a culture of teamwork, we can overcome challenges, spark innovation, and bring about transformative change. Each of us possesses unique talents and perspectives that, when combined, form a powerful force for progress.
