DEBESMSCAT and Philippine Normal University Forge Partnership to Advance Faculty Development

July 14, 2025 – In a landmark initiative that underscores its commitment to academic excellence, DEBESMSCAT has officially signed a Memorandum of Agreement (MOA) with the Philippine Normal University (PNU)—the country’s National Center for Teacher Education.

DEBESMSCAT President Dr. Arnel B. Millesca led the ceremonial signing with Dr. Bert J. Tuga, President of PNU, marking a crucial step forward in strengthening the capabilities of DEBESMSCAT’s faculty, particularly from the College of Education.

“This partnership is vital to our continuous efforts in uplifting the quality of instruction at DEBESMSCAT,” said Dr. Millesca. “Many of our faculty members are pursuing their master’s and doctoral degrees, and we are grateful to PNU for being an academic partner that champions the same values of quality, excellence, and service.”

Dr. Tuga warmly welcomed the collaboration, highlighting the value of shared vision and mutual support in the education sector. “We at PNU are thankful that DEBESMSCAT chose us to be part of their faculty development journey. Collaboration among institutions is key to creating lasting impact in teacher education, and we are committed to supporting your goals.”

The agreement opens opportunities for DEBESMSCAT educators to access graduate programs, academic resources, and mentorship under PNU’s renowned faculty and graduate school system. Ladies and gentlemen,

As the newly-installed SUC President of DEBESMSCAT, I am truly humbled and honored to assume this role. It is my goal in my 4-year term to share with you my vision and advocacy, which centers around the power of unity and collaboration, embodied by the acronym TEAM: Together Everyone Achieves More.

Leadership, to me, is not about commanding from the top or solely relying on individual brilliance. It is about recognizing the immense potential within each member of our institution and harnessing that collective strength to achieve remarkable things. True leadership requires humility, the ability to listen, learn, and empower others.

As we embark on this journey together, my aim is to cultivate an environment where every member of DEBESMSCAT feels valued, respected, and inspired to contribute their best. Together, we can achieve more than any one person could on their own.

I firmly believe that by fostering a culture of teamwork, we can overcome challenges, spark innovation, and bring about transformative change. Each of us possesses unique talents and perspectives that, when combined, form a powerful force for progress.
