
Japan — DEBESMSCAT President Dr. Arnel B. Millesca joined academic leaders and quality assurance experts from across the globe at the International Network for Quality Assurance Agencies in Higher Education (INQAAHE) 18th Biennial Conference, held from May 13 to 16, 2025, in Japan.
Hosted by the Japan University Accreditation Association (JUAA) and co-organized by the Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP), Inc., the event brought together participants from higher education institutions and accrediting bodies from both Japan and abroad.

Empowering Higher Education through Quality Assurance
This year’s conference focused on key sub-themes that addressed the evolving challenges and opportunities in higher education, including:
- Quality Assurance and the Sustainability Agenda
- Innovative Learning Pathways and Flexible Education Models
- Harnessing Artificial Intelligence in QA Processes
- Recognition of Qualifications and Non-traditional Credentials
These discussions aim to redefine accreditation mechanisms that are responsive to global shifts in technology, society, and education delivery. The event emphasized the need for quality assurance systems that not only ensure compliance but also foster innovation, equity, and global competitiveness.

Dr. Millesca, together with fellow education leaders, engaged in collaborative exchanges on how tertiary institutions can effectively respond to the growing demand for flexibility, employability, and inclusive learning—core principles in DEBESMSCAT’s pursuit of transformational education.
By participating in INQAAHE 2025, DEBESMSCAT strengthens its institutional goal of becoming a globally recognized university that meets international standards in education quality. The conference also provided a platform for Philippine higher education institutions, through AACCUP, to showcase their commitment to reform, innovation, and continuous improvement in quality assurance practices.
