
DEBESMSCAT and DepEd Masbate have solidified a partnership aimed at enhancing global education through the signing of a Memorandum of Agreement (MOA) for the 10th Batch of the SEA-Teacher Project. This initiative, spearheaded by the Southeast Asian Ministers of Education Organization (SEAMEO), will see Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) hosting inbound students from Universitas Negeri Jakarta (UNJ), Indonesia.


These pre-service teachers will undertake their teaching internships in select schools under the Department of Education (DepEd) Masbate, offering them a valuable opportunity to immerse themselves in the Philippine education system and culture. Key officials present at the MOA signing included Dr. Elreen A. Delavin, Vice President for Academic Affairs ; Dr. Raiza M. Padasas, Dean of the College of Education; Mr. Joper C. Escalante, SEA Teacher Focal Person, College of Education; Mr. Raymundo M. Cantonjos, CESO VI, Schools Division Superintendent of SDO Masbate Province; and Dr. Marma L. Capellan, Curriculum Implementation Division Chief.

This collaboration marks a significant stride towards DEBESMSCAT’s commitment to internationalization, developing cross-cultural learning and understanding. Running from March 3-26, 2025, the project will involve UNJ students engaging in classroom observations and assisted teaching. The program’s objectives are multifaceted, aiming to cultivate teaching skills, improve English proficiency, broaden regional perspectives, and expose future educators to diverse educational environments and culture. By hosting international student teachers, DEBESMSCAT and DepEd Masbate schools stand to gain from varied perspectives and teaching methodologies. In turn, the UNJ students will acquire invaluable hands-on experience within the Philippine education system and culture, enhancing their cultural competence and teaching capabilities. As DEBESMSCAT broadens its global partnerships, this initiative paves the way for more inclusive academic settings, aligning with the institution’s vision of producing globally competitive graduates and solidifying educational ties within Southeast Asia.
