Transformation in Action: DEBESMSCAT Moves Closer to Establishing DEBESMSU San Fernando Campus in Ticao Island, Masbate

In a significant step toward bringing quality education closer to the communities of Ticao Island, the leadership of Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) visited the Municipality of San Fernando, Masbate to initiate talks for the establishment of the DEBESMU San Fernando Campus.

The delegation, led by DEBESMSCAT President Dr. Arnel B. Millesca, was composed of key officials: Vice President for Administration and Finance (VPAF) Dr. Erwin H. Malto, Vice President for Research, Development, Extension, Innovation, Creative Works, and Knowledge Management (VPRDEICWKM) Dr. Rodolfo B. Burac Jr., Graduate School Dean Dr. Bernard M. Barruga, and Scholarship and Financial Assistance Services Coordinator Mr. Jopher C. Escalante.

The team was warmly welcomed by Hon. Maria Vida Bravo, Mayor of San Fernando, along with members of the Sangguniang Bayan, in a productive dialogue aimed at identifying a suitable location for the proposed campus and support from LGU in establishing the campus.

The discussions highlighted the vital role that San Fernando, located on Ticao Island, plays in the vision of DEBESMSCAT’s transformation into Dr. Emilio B. Espinosa Sr. – Masbate State University (DEBESMSU) under Republic Act No. 11171.

“Education must be accessible and inclusive. Our mission is to serve even the most remote islands, and today’s dialogue with San Fernando LGU proves that we are on the right path,” said President Millesca.

As part of the visit, the DEBESMSCAT team also launched a Graduate School Caravan, inviting professionals and educators in the municipality who wish to pursue master’s and doctoral degrees under the DEBESMSCAT Graduate School. The initiative reflects the institution’s commitment to lifelong learning and professional development throughout Masbate province.

Moreover, a feasibility study was conducted during the visit to ensure that future academic programs to be offered in the San Fernando campus are responsive to the local needs and opportunities of the community. This community-based approach ensures that the DEBESMSU San Fernando campus will not only be an educational hub but also a driver of local development and innovation in Ticao Island.

The meeting concluded on a positive note with full support from the LGU, strengthening the collaborative spirit between the academic institution and the local government in pushing forward the university’s expansion and service delivery.
