
DEBESMSCAT President Attends DA Event and Inks MOU for BAFRREDN



February 18, 2025, Pili, Camarines Sur – The Department of Agriculture Regional Field Office 5 (DA RFO5) hosted a significant tri-event at the Sta. Catalina Hall, FOD Building. The event featured three major agreements aimed at enhancing environmental sustainability, job opportunities, and agricultural research and development in the Bicol region.



DEBESMSCAT President, Dr. Arnel B. Millesca, joined esteemed leaders in the sector to formalize the Memorandum of Understanding (MOU) for the Bicol Agriculture and Fisheries Resources, Research, and Extension Development Network (BAFRREDN). This initiative unites DA with State Universities and Colleges (SUCs), government agencies, and other partners to strengthen collaborative efforts in research and extension for the region’s agricultural and fisheries sector.
The event also marked two crucial Memorandum of Agreement (MOA) signings:


MOA between DA RFO5 and CBSUA: The Central Bicol State University of Agriculture (CBSUA) will provide technical assistance in developing an Environmental Management System (EMS) for DA RFO5, ensuring sustainable agricultural practices.


MOA between DA RFO5 and DOLE RO5: The Department of Labor and Employment (DOLE) Regional Office 5 will support DA through the Government Internship Program (GIP), helping young professionals gain valuable experience in the agriculture sector.



Regional Executive Director Rodel P. Tornilla of DA RFO5 led the event, emphasizing the importance of these agreements in promoting sustainability, innovation, and workforce development in agriculture.


Dr. Arnel B. Millesca expressed his commitment to BAFRREDN by signing the commitment wall, affirming that DEBESMSCAT remains at the forefront of agricultural research and extension, reinforcing its role in empowering communities and fostering economic growth. With these collaborations, DA RFO5 and its partner institutions are set to create a more resilient and progressive agricultural sector in Bicol.
