A Step to Quality: DEBESMSCAT formally commence first PQA Training

A 5-day Business Excellence Self-Assessment training was conducted to DEBESMSCAT as one of the rosters of beneficiaries of Government Quality Management Presentation (GQMP) last September 30, 2024-October 4, 2024 at Trio’s Lake Resort, Palani, Balud, Masbate. DEBESMSCAT received an Orientation on the Business Excellence Self-Assessment, a 4-day Training Course on Business Excellence Self-Assessment or Philippine Quality Awards (PQA), and a Follow-up Activity.

After the rigorous 5-day introduction to the Business Excellence Self-Assessment, the institution formally commenced its PQA journey last with Engr. Angelica C. Fraginal, Managing Editor and Senior Consultant of ACF Consultancy and Training Corporation. The first day of the training was done via zoom last March 29, 2025, Saturday with Engr. Fraginal introducing the PQA Framework and objectives as well as the crafting of the Organizational Profile. This profile will give an overview of the organization to help the assessors in the conduct of the evaluation. The second and final day of the training was held face-to-face at the Multipurpose Hall, OSAS Bldg., DEBESMSCAT Main Campus last April 14-15, 2025. The face-to-face training was a light, but extensive discussion on each of the categories of the PQA Education Criteria. Participants were divided into seven (7) core teams for each category with a team leader, scribe, and a time keeper to maximize the last two days of the training. 

A Gap Analysis was also conducted per category, identifying the current state or the approaches implemented within the institution, the gap identified which will be an opportunity for improvement, and the proposed action plan. The Gap Analysis, according to Engr. Fraginal, will help address the gaps in the organization before the submission of the application report and the conduct of the site-visit.

After the training, Engr. Fraginal was given a certificate of recognition to formally recognize her commitment to help the organization in its journey towards Philippine Quality Award (PQA). The PQA training and Gap Analysis is the first in the series of trainings that will be conducted over the course of approximately six (6) months to help in the achievement of the Philippine Quality Award (PQA).
